Short Summary:Donald Shoup will present some key arguments from his book, theHigh Cost of Free Parking. He will explain how free parking dramatically subsidizes driving and increases congestion. He will explain how minimum parking requirements typically require developers to build excess amounts of free parking and the consequences this has on how our cities look and feel.

He will then discuss some of the legislation that has been enacted in response to his research. California's "Parking Cash-Out" law requires employers who provide their employees with free parking to offer those employees who don't drive the cash value of the parking subsidy they do not take. Since the law was enacted in 1992, however, it has been restricted in its application and few people are aware of the program and have taken advantage. Cyclists, transit advocates, and livable streets advocates should know about the cash-out law and how it can help their cause. Where employers enact cash out programs, transit riding, biking, walking, and carpooling increase.We will hear about recent efforts to expand the law's reach.
