We're pleased to announce that Janette Sadik-Khan, New York City's Commissioner of Transportation, will be kicking off the 2010 LA StreetSummit with a pre-summit talk on Thursday March 18th, in the early evening, at Occidental College in Eagle Rock.

In New York City, Commissioner Sadik-Kahn has overseen an unprecedented transformation of streets. After generations of auto-centric transportation planning, New York City streets are being re-purposed to move and connect people over cars. Sadik-Khan has implemented numerous popular and innovative projects--from the pedestrianization of Times Square to the construction of over 200 miles of bike facilities in just 2 years--that are redefining streets as public places for people to utilize and inhabit in better ways. Her success has gained her world wide notoriety and she will be speaking at the 2010 StreetSummit to ellaborate on her efforts.

Here you can watch Janette give some background on how the streets transformation came about in NYC, primarily from the realization that the only way New York could continue to grow and thrive in the next 25 years was to minimize the city's environmental foot print.

LA StreetSummit 2010

On March 7, 2009, Occidental College's Urban & Environmental Policy Institute (UEPI) worked with numerous community partners to convene more than 300 bike activists, students, public officials, researchers, and various other bike supporters gathered at Los Angeles Trade Technical College for the first L.A. Bike Summit. The group was addressed by keynote speakers from Mexico City, New York, and Portland, OR, all of whom shared inspiring stories of streets reclaimed for cyclists and pedestrians in their own cities. At a diverse range of workshops and panel discussions, attendees learned about and discussed the ways bikes can heal the environment, create more livable communities, and increase public health through active lifestyles.

In 2010, UEPI is working with other bike, pedestrian and street advocates to re-convene the L.A. Bike Summit on March 20th and to broaden the agenda to include issues about making streets more accessible and friendly to people --cyclists, pedestrians, children, seniors, all Angelenos! Janette Sadik-Khan, New York City’s Department of Transportation Commissioner, will provide a pre-Summit address on March 18 as part of the series of events that will culminate with the all day Summit on March 20th. In New York, Commissioner Sadik-Kahn has overseen an unprecedented transformation of streets. After generations of automobile-driven transportation planning, New York City streets are being re-purposed to move and connect people instead of cars. Sadik-Khan has implemented numerous popular and innovative projects that are making streets safer and more convenient for bicycling and walking, and as public places for people to utilize and inhabit. By convening a diverse alliance of advocates, community groups and others, we are hoping and anticipate that such a gathering can spur this streets-related re-prioritization in Los Angeles as well.

In order to extend its scope and bring in a range of new community groups and advocates, the L.A. Bike Summit has been renamed "L.A. StreetSummit 2010: Biking, Walking, and Beyond." The event will still include a major focus on bicycle advocacy, but it will also include a broader range of topics that contribute to creating more connected and livable places for Southern California communities. The Street Summit will bring together many constituencies including bike, pedestrian, public transit, public health, planning, community and neighborhood groups - all of whom can agree on the need for a healthier city.

We are in the process of brainstorming and soliciting a diverse range of workshops to fill the day and to inspire us all for a new kind of streets movement—where streets are connected to people and communities. We are broadening the discussion from bikes to the need for active living, where streets accommodate human needs for health, shade, peace and quiet, green space, recreation, human interaction and safety. We hope to bring together public health scholars to highlight findings from current research into the role of the built environment in making us sick or healthy, food justice advocates committed to local access to healthy food, planners and designers with novel ideas for more efficient use of these 10,000 paved miles, and of course bicyclists and bike advocates, who have been busy heralding the next Los Angeles by pedaling ahead of the curve.

Goals for the Summit

Build on the successful 2009 Los Angeles Bike Summit
Integrate bicycle issues with a broader urban streets agenda including walkability, public space, land use, healthy communities, and other related livability and environmental issues
Build a broader network of Los Angeles organizations, agencies and individuals working for active, healthy communities

Workshop Structure Each workshop will last approximately 1 hour in length and can include some or all of the following:

I’d like to see "bike parking space" at LATTC, Public Park in Central and South Central LA open late at night, more light, police collaboration (no tickets for community).
Provide (1) Workshops for parents and children; (2) Lights for bikes (cheap or free); (3) Helmets; (4) bikes; (5) more bike routes to this college; (6) Cost/benefit analysis.
The title of the workshop was misleading- I thought it would be about riding safety-I did not know it was about Citylights group. Projector did not work.

The first speaker sounded like she was presenting her PhD thesis. Wish there was more time for discussion as I've been waiting 25 minutes for the next class that still hasn't started.
There was enough brainpower on the panel to make it a 90 or 120-minute workshop.

More improvements and advances to the bikeway infrastructure by showing the "large amount" of interest in bikeway expansion?

I was hoping to buy a new helmet and some bike gear. I wish there were vendors. Start things on time. Stay on schedule.

The presenters seemed to expect to use Powerpoint but didn't have correct access...hurt their presentations.
Food -- how about the HomeGirl Cafe? Would like to see more youth and more immigrant participation.

With the exceptional turnout rate of over 300 bike activists, students, public officials, researchers, and various other bike advocates, the LA Bike Summit 2009 achieved great success in fulfilling its initial goals. By bringing together the many facets of bike issues (policy, advocacy, education social, etc.) into one conference, the LA Bike Summit 2009 greatly strengthened ties between bicycle organizations and gave participants the opportunity to create deeply rooted networks and contacts. The workshops spurred much discussion and spread awareness about various issues. With this new education resulted in more involvement in pertaining issues.

The initial discussions that led to the idea of a Bike Summit focused on whether and how an event similar to the 2003 ArroyoFest bike ride and walk on the 110 freeway could be organized. ArroyoFest organizers at the Urban & Environmental Policy Institute, which had played the lead role in the development of the 2003 event, pointed out that while the event had been a major success in participation and had highlighted the community, environmental, and transportation issues associated with the event (and also inspired the development of some new bike advocacy activity), it had not successfully served to better cohere and strengthen an organized bike movement. Instead, ArroyoFest tended to be its own distinct event, with bike advocacy only one but not necessarily the most significant component of the ArroyoFest organizing activity.

The lack of a coherent, unified, and well organized bike movement became more apparent in the years following ArroyoFest, even as bike advocacy – and new bike groups – began to form and flourish. The overall bike movement itself tended to be separated into various policy, advocacy, education and consciousness raising, service-related, mobilization-oriented, and diverse bike ride groups and networks. On the policy side, a series of bike advocacy conferences in the late 1990s helped facilitate the development of the Los Angeles County Bike Coalition which became a leading voice regarding bike policy in southern California, but which didn’t necessarily encompass the full range of new bike activity and advocacy. At the same time, federal policy provisions had also helped establish bike coordinator positions among the major state and regional transportation agencies and governments, such as Caltrans, the MTA, and the City of Los Angeles. While these new staff positions helped increase the visibility of bike issues, they also led to differences and even contention between some bike advocates and the public officials, such as the planning for a new Bike Master Plan for the City of Los Angeles where the differences among various bike advocates and between bike advocates and their policy counterparts inside and out of government spilled over.

Yet bike advocacy was also flourishing. New groups, such as the Bike Kitchen, Bike Oven, and Bikerowave, provided a kind of service infrastructure and meeting ground for bike advocates as well as those new to biking. Training and technical assistance groups like C.I.C.L.E (Cyclists Inviting Change Thru Live Exchange) helped expand what the C.I.C.L.E. staff called the pro-bike, “car-lite” diet for new bike riders and constituencies, such as women and seniors. Bike rides grew in number and frequency, and, although limited in comparison to some more visible efforts and activities in other cities and regions, it indicated that Southern California (including but not limited to the City of Los Angeles) had an active and flourishing bike culture. Even the widely used indicator of percentage of commute trips by bike, though less than 1%, still ranked among the middle of the large cities, despite L.A.’s enormous and overwhelming automobile infrastructure and dependence on the car. When gas prices spiked in the summer of 2008, anecdotal evidence reported in the media, among bike advocates, and by bike shop owners, all identified a significant bump in bike use.

It was in that context – increased activity and bike use, growing number of groups, but a relatively diffuse and dispersed bike movement -- that the idea of a Bike Summit was first raised in the summer of 2008. Initial planning meetings identified the need for greater networking and communication, stronger policy advocacy, education and outreach to “get more people out of their cars and onto bikes,” and strong interest in outreach to low income/community of color residents, such as immigrants who represented a significant portion of bike riders but were not directly engaged in the bike movement. UEPI, as a type of independent player without affiliation with any of the existing bike groups but with a history of interest and activity in the issue dating back to the ArroyoFest event, took the lead in fundraising and fiscal sponsorship as well as conference organization. Long-time bike leader, co-founder of the L.A. County Bike Coalition, and new UEPI associate Joe Linton became the lead organizer for the event, while Ron Milam, also a long term bike leader and head of a new bike training organization (Bike Sage), was also hired as a consultant to help arrange a series of pre-Summit events. An initial October 2008 date was postponed in order to build more constituency support and also not conflict with the heightened pre-2008 presidential election organizing. The new date for the Summit was set for March 7, 2009.

Organizing around the event intensified after a call for workshops was issued in late 2008. A wide range of workshop proposals were submitted and eventually 19 workshops were identified. Four morning keynote speakers agreed to participate: Mexico City Bike Coordinator Dhyana Quintanar; Bernardo Sepulveda from the Instituto de Políticas para el Transporte y el Desarrollo (ITDP), a leading international transportation NGO, Eleanor Blue, a leading Portland-based bike journalist and advocate, and Noah Budnick, with the New York-based Transportation Alternatives. Pre-Summit activities were also planned, including a press conference and a series of meetings, including with transportation officials (hosted by Caltrans), with NGOs working on transportation policy, with city of Los Angeles officials (hosted by the Mayor’s office), and with two key bike and transportation organizations (the Bus Rider’s Union and the L.A. County Bike Coalition). Bike rides prior to the Summit were also planned. (The Conference Agenda and workshop titles and participation list of the pre-summit events is attached).

Planning for the day of the Summit was effectively organized, with more than 35 volunteers participating in various tasks. Table displays were arranged for several bike groups and other community organizations and a wiki/web site was also established in advance of the Summit to provide information and have participants engage in dialogue, including around the planning process. Outreach at Trade Tech also took place, with the press conference (held at Trade Tech) introduced by the Trade Tech President.

The Summit itself proved to be an important moment in the development of a bike movement and in identifying key areas for future activity, collaboration, and constituency building. The workshops, especially, provided a valuable forum for discussion of many of the immediate issues and organizing areas facing the bike community and other environmental and transportation advocates. The morning speakers provided a broader context for the event, with the speakers from the three cities providing invaluable information as well as a sense of possibility and the challenges to be addressed. (Feedback based on survey participants – in the form of a power point – is also attached). While 402 people had pre-registered for the event, approximately 320 people participated during the day, including about 35 volunteers. Among the participants who identified their affiliation, were 93 who identified themselves as bike organization members, 29 who were part of a government agency, 52 who were students or faculty, and another 30 from other community-based organizations.

Several opportunities for future action – and follow up from the Summit – were identified. A workshop around bike research needs helped stimulate a new research network that has identified some limited funding for graduate student research projects that could be tied to future bike advocacy and bike policy issues. A session on the idea of stimulating “ciclovia” events (closing down major streets, as in Mexico City, for a Saturday or Sunday bike ride through the streets) in Los Angeles was raised, with a planning follow up meeting held the next day. Interest in developing innovative campus bike programs and networks was also raised, and follow up activity has been initiated at several campuses. There was also discussion of continuing and expanding the Bike Summit wiki/web site and also working closely with existing blogs, wikis and other new media strategies that have become an active part of the bike groups and bike advocates.

Finally, there was lots of discussion – and strong interest – in continuing to have future Bike Summit events, ranging from an annual Summit conference, to smaller, more frequent workshop-type gatherings. Such events are contingent on sufficient funding and resources as well as continuing the efforts to better network and cohere the bike work in Southern California as a whole.

For many public officials – and for many residents – the role of the bike in Los Angeles still seems like a marginal part of the transportation and even recreational environment of a place so associated with the automobile. But as talk of a green economy, a new energy future, and new ways to deal with streetscapes and the urban form becomes more compelling, the bike movement, even in Los Angeles, especially in Los Angeles, becomes more central to how we view those issues. The L.A. Bike Summit provides one important step in that direction.

LA Bike Summit 2009

On March 7, 2009, more than 300 bike activists, students, public officials, researchers, and various other bike advocates participated in the day long L.A. Bike Summit at Los Angeles Trade Technical College, just south of downtown Los Angeles. The Bike Summit was a culmination of more than nine months of planning, outreach, and intense discussions about how to advance bike advocacy and help diversify and extend the bike movement, while connecting to the key issues of health, environment, and transportation. With speakers from Mexico City, New York, and Portland, and nineteen workshops covering a wide range of issues, the Summit inspired many of the participants to more deeply engage in furthering the goals of bike advocacy while identifying core needs, including how to further the discussions and collaborations that constituted the Summit. In addition, a series of pre-Summit meetings, discussions, and bike rides provided additional momentum for pursuing a post-Summit agenda for future gatherings and collaborations.

What is the role of the Organizing Committee in the Bike Summit?

The Organizing Committee plans to host the bike summit. Committee members will work with existing bicycle advocacy groups and individuals and community groups to plan a program that will bring together, engage and educate all types of bicyclists from novices to experienced riders, and even concerned non-bicyclists interested in cleaner air, safer streets and other benefits of bicycling. Drawing on the model of LA's successful Bike Summer, the program will include plenty of space for community members to come forward and host sessions. What is the role of the Urban & Environmental Policy Institute in the Bike Summit?
UEPI will host meetings of the Organizing Committee and will fundraise for, staff and administer the summit in collaboration with the Committee and volunteers. UEPI will also provide other organizations involved with tools and assistance for fundraising. UEPI's long history of working with grassroots community groups will serve to broaden the constituencies involved in the summit and in the ongoing bicycle advocacy movement.

Why the Los Angeles Bike Summit?
In the past few years, Los Angeles has seen tremendous growth and energy in its emerging bike movement, consisting of various organizations, rides, events, blogs, individuals, and more. This grassroots development has been exciting and invigorating, scaling up opportunities for both bike advocacy, new policy developments, and expanding the number of people choosing to bicycle in the region. Bike riding, as a form of transportation, physical activity, cultural and social activity and leisure time recreation, has moved beyond the margin and is an important visible solution to many urban issues from global warming to lack of physical activity.

Among the Bike Summit's goals are:

Short Summary: Our streets used to accommodate more than big cars. We'll take a look at what streets used to look like one hundred years ago and what they look like in other parts of the world today. What does a aimlessly wandering donkey cart have to teach us about democracy? Why is it illegal to cross mid-block as a pedestrian? Can I ride an elephant down Wilshire Boulevard? KEYNOTE SPEAKERS:

Elly Blue has been writing about bicycling and carfree issues for BikePortland.org since 2006. In fall of 2008 she joined Team BikePortland full-time, bringing her experience as a community activist with local bike group Shift, and planning events such as the Towards Carfree Cities conference.

Elly will continue to write editorials as well as news stories and product reviews of utility cycling essentials. Her other myriad tasks include managing advertising accounts; working with new writers; planning events such as the annual BikeCraft holiday bazaar; expanding the site with new features like the BikePortland Bookstore; and generally developing the business and figuring out new ways to bring the community information and inspiration about bikes.

Noah Budnick is the Senior Policy Advisor for Transportation Alternatives, New York City’s advocates for bicycling, walk and mass transit. Noah provides strategic guidance and planning for T.A.’s campaigns to win biking and walking improvements, to reclaim public space for pedestrians, bicyclists and mass transit, to reform government transportation and street safety policy, to discourage driving and prioritize biking, walking and transit use ahead of private motor vehicles and to win more funding for biking and walking projects in New York City. He played a key roll in organizing public comments for the City of New York’s long-term sustainability plan, PlaNYC, as well as building support and providing input for the City's recently released study of cyclist injuries and fatalities.

Noah is also the chair of the board of directors of the Thunderhead Alliance for Biking and Walking, the national coalition of state and local bicycle and pedestrian advocacy groups, and a board member of the Brooklyn Greenway Initiative, a community-based non-profit working to develop an off-street biking and walking route along the north Brooklyn waterfront from Greenpoint to Bay Ridge. He was recently honored with a Revson Foundation Fellowship at Columbia University and is studying public finance and management there during the 2008-2009 academic year. Before working at T.A., Noah was the Administrative Director at the Institute for Transportation and Development Policy, where he was a specialist in bicycle transportation in developing countries.

Bernardo Baranda Sepúlveda is the Mexico Senior Program Director at the Institute for Transportation and Development Policy (ITDP). In his more than 10 years of professional experience, Bernardo has been deeply involved in urban sustainable mobility projects working in the public, private and non-governmental sectors. He is one of the founding members of Bicitekas the main urban cycling advocacy group in Mexico City.

Since opening its office in 2006 in Mexico, ITDP has been working with Mexico City and Guadalajara governments on the creation of Non Motorized Transport infrastructure, Mass Transit and Travel Demand Management policies.

Bernardo holds Master's degrees in Transport Engineer (MEng) from IHE-TU in Delft, The Netherlands, and one in Management and Implementation of Development Projects (MSc) from UMIST in Manchester, United Kingdom. He also holds a Bachelor Degree in Civil Engineering from the National Autonomous University of Mexico (UNAM). He has given presentations, interviews and written articles related to urban mobility and especially on non-motorized transport.

Dhyana Quintanar Solares, MEM, is the Coordinator of the Bicycle Mobility Strategy for Mexico City, at the Secretariat of Environment of Mexico City. Dhyana has been coordinating the planning and execution of the various initiatives to promote cycling as a mode of transport through infrastructure and cultural changes, with the goal of increasing the number of trips on bicycle from 1% in 2007 to 5% in 2012.

Prior to this position, she was the Director of Mobility and Urban Development at the Center for Sustainable Transport of Mexico. Dhyana holds a Master of Environmental Management from Yale University School of Forestry & Environmental Studies. An avid cyclist, she commutes to work by bike.

Short Summary: The goal of the workshop is to promote bike ridership on college campuses, connect student activists to professional activists, and cultivate lifelong bicycle advocacy careers. The workshop will address the role of campus programs in moving forward the larger Southern California bike movement and take a specifically hands on look at what programs already exist and how they can be improved.

Presenter Bio: Ramon Martinez is a senior at Pitzer College in Claremont, CA currently writing his thesis on the Sevici bike share program in Sevilla, Spain and his research there working with local bike advocacy group Acontramano.

Bicycles and the University Campus
Workshop for the LA Bike Summit, Saturday March 7, 2009 @ LA Trade Tech College

University Campuses offer an amazing opportunity to introduce bicycling to the region.
1. Residential communities, very localized
2. Already Progressive minds, open to new ways of doing things
3. Transportation choices made in college affect entire lives of decisions
4. These riders will go onto important decision making positions
5. Universities set the tone for large segments of society
If we understand these reasons so well why are there not more programs?
1. Bike spaces can be hard to acquire (shops/storage/lanes)
2. Universities are populated largely by people who can afford cars
3. So Cal is the epicenter of car culture (present); few bike resources, little social/cultural capital
4. As upper tier institutions in So Cal, cars worked in the (past)
5. Paradigms can be hard to break (future)
We must begin working to establish proactive comprehensive campus bicycle programs
1. Affect change on administrative level (paid-coordinators)
2. On a student level (cooperative social workspaces)
3. Larger campus network
4. Connections to real-world advocacy groups
5. More formalized academic writing, thinking, and teaching on bicycles and their role in society.
6. Realizing that bicycle opportunities aren’t always solely about bicycles (new parking garage plans can be opportunities to inject bikes); ie TDM
Let’s identify one issue/area on each campus that is ripe for bicycling and break it down, providing us all with case studies and ways to begin analyzing challenges
1. Is there access to administration (coordinators/sympathetic personnel)?
2. Is the issue already on the planning agenda (funding/space)?
3. Is there student support/organization?
4. Is there faculty support/classes taught?
5. What is the next step/how to move forward?
